Every political system must mediate the conflict between individual riches and governmental authority. Failure runs the prospect of a corrupt administration taken over by powerful interests. One sign of this failure is corruption, where private interests are prioritized over public objectives. Private people and commercial entities must pay for routine services and priority placement in the administrative line. They pay to receive contracts at exorbitant costs, evade costly regulations, limit their taxes, and get concessions and privatized businesses at bargain prices. Public authorities, including elected officials and bureaucrats, may restructure programs and put forth public projects with minimal public advantages and numerous potential for private profit if corruption is pervasive. Corruption in the sense of bribes, rewards, and kickbacks is obviously just one sort of ineffective government. The scope of "good governance" initiatives must extend beyond anti-corruption initiatives. Because no one is motivated to work hard and narrow elites may seize control of the state and have excessive influence over policy, governments may be honest but ineffective. Bribery may encourage the indolent to put in extra effort and enable others who are not part of the inner circle of cronies to profit. Even in these circumstances, though, corruption cannot be limited to 'functional' areas. Every time there are favorable private rewards, temptation will exist. It could be a sensible reaction to a harsh reality, but over time it might encourage a downward spiral towards a worse circumstance.
