About the scholarship
The Department of Empowerment of Persons with Disabilities, Government of India invites applications for Pre-Matric Scholarship for Students with Disabilities 2019-20 from physically challenged students of class 9 and 10. The key objective of the scholarship is to support the students with disabilities for their studies and prepare them to earn their livelihood and find a dignified place for themselves in society.

Eligibility for the scholarship
1. Be a regular full-time student of class 9 or class 10 in government or recognized school. 
2. Have more than 40% disability and a valid certificate for the same.
3. Belong to the family where the annual income is not more than INR 2.50 Lakhs from all the sources.

Benefits of the scholarship
A total of 25,000 fresh scholarships and renewal scholarships will be given for the academic year 2019-20. It includes –
1. Maintenance allowance for 12 months in an academic year (for hostellers): INR 800 per month
2. Maintenance allowance for 12 months in an academic year (for day scholars): INR 500 per month
3. Book grant (for both hostellers and day scholars): INR 1,000 per annum
4. Disability allowance
a. Visually impaired: INR 4000 per annum
b. Hearing impaired: INR 2000 per annum
c. Physically disabled: INR 2000 per annum
d. Intellectual disability: INR 4000 per annum
e. All other types of disability: INR 2000 per annum

Term and condition
1. 50% of the total scholarships are reserved for the female candidates. However, in case of the adequate number of female students are not available, the unutilised slots can be utilised by the suitable male candidates. 
2. Not more than two children with disabilities of the same parents can avail benefits under this scheme. 
3. The final selection of the candidates will be done by the Department of Empowerment of Persons with Disabilities based on the recommendations of the concerned state government department. 
4. The amount of scholarship will be directly transferred into the bank account of the beneficiary through PFMS. 

Application procedure
1-The Department of Empowerment of persons with Disabilities will announce the details of the scheme and invited applications by issuing an advertisement in the leading newspapers and through the website and other media outfits. Applications will be called for through National scholarship Portal (www.scholarships.gov.in)
2-The applications should submit their application through the on-line system within the last date prescribed for receipt of applications. All requisite documents like photograph, proof of age, disability certificate, income certificate of the parent, tuition fees receipt, last academic qualification certificate, etc. duly filled in the prescribed format are required to be uploaded in the on-line system
3-The institutions in which the candidate is studying shall also register itself in the same website and verify the details provided by the candidates. The nodal officer nominated by the state shall oversee all the applications and process the same on behalf of the state government who shall digitally sign the final list in PFMS portal for disbursal of scholarship amount to the beneficiaries.
4-Final selection will be done by the Department of Empowerment of Persona with Disabilities based on the recommendations of the concerned Department of the State Government considering, inter alia, the no. of slots available to that particular State. The no. of slots available to any State is decided on the basis of percentage of population of PWDs of that State in comparison to the total PWD population of India.
